1.) Planning associated with the creation and maintenance of military capabilities by the Military Departments, Services, and US Special Operations Command.

2.) In the Joint Operation Planning and Execution System, the planning conducted by the supported combatant command and its components to determine required force capabilities to accomplish an assigned mission.

In the United States, military vocabulary is standardized by the Department of Defence. These terms are used by the United States Army, Navy, Air Force, and Marine Corps.
