1.) Any form of immediate action taken in the United States and territories to save lives, prevent human suffering, or mitigate great property damage in response to a request for assistance from a civil authority, under imminently serious conditions when time does not permit approval from a higher authority.

In the United States, military vocabulary is standardized by the Department of Defence. These terms are used by the United States Army, Navy, Air Force, and Marine Corps.
