Term Source: JP 4-05 (Joint Mobilization Planning) ?

1.) Those units and members of the Reserve Component (other than those in the Ready Reserve or Retired Reserve) who are liable for active duty only, as provided in Title 10, United States Code, Sections 10151, 12301, and 12306.
